Cite a regulation in CSM format

A California regulatory citation gives the title number and section of the California Code of Regulations, with a Register cite for new or recently amended rules (CSM §2:16[A]); a federal regulation cites the title, C.F.R., section, and edition year (CSM §2:44). The builder follows the closed-up CSM abbreviations (Fed.Reg., not Fed. Reg.) and the section-symbol rules for each.
