Cite a California statute in CSM format

The builder picks the code from a verified CSM code-name table; a code that is not on that table is refused rather than abbreviated by guess, so it never emits an abbreviation it cannot source.

The CSM form

A California statutory citation names the code, then the section, with the section symbol: for example, Civ. Code, § 51.7. The code name is never omitted on first reference.
